Organizational Context

The Senior Finance Associate is normally supervised bythe (Senior) Finance Officer or the National (Assistant/Associate) FinanceOfficer who defines general work objectives and provides necessary advice andguidance. The incumbent also refers to UNHCR Manuals and relevant policy paperson financial issues. The incumbent works quite independently on regularassignments with an oversight from the supervisor.

The incumbent assists with the processing of financialtransactions. S/he keeps frequent contact with staff at various levels in theoffice and with bank officials to exchange information. The incumbent normallysupervises some support staff.

Accountability

-      Financial transactions and reconciliationsare processed in line with relevant policies and procedures.

-      A smooth operational work is ensuredthrough timely payments, cash replenishment and monitoring of expenditure andbudget balance.

-      Financial reports are provided as perfinancial guidelines and when required.

Responsibility

-      Maintain ledgers andaccounting records for classification and recording of financial transactionsand for the reconciliation of accounts and preparation of recurring or specialreports.

-      Ensure timely and accuratecalculation and payment of salaries, allowances, travel claims and otherpayments to staff members, experts and consultants, vendors and otherclaimants.

-      Contribute to thepreparation and processing of monthly accounts.

-      Prepare financial data forbudget estimates and financial planning.

-      Ensure reconciliation ofcash books with bank statements.

-      Maintain liaison withofficials of local banks and financial institutions to obtain day-to-dayinformation on exchange and interest rates, changes in procedures andregulations, and matters pertaining to maintenance of office bank accounts.

-      Assist higher-level officersin all aspects of accounts maintenance and budget control by providing reportson financial status, procedures, exchange rates, costs and expenditures andpotential funding problems.

-      Perform other related dutiesas required.   

 

 

 

Authority

-      Verify that the financialtransactions are correct and in accordance with UNHCR rules and procedures.

-      Prepare financial reports asrequired.

Essential Minimum Qualifications and Experience

-           Completionof secondary education with post-secondary training/certificate in Accounting,Business Administration, Finance or related fields.

-           Minimumof 11 years of relevant work experience.

-           Highlevel of IT affinity (MS Office applications, People Soft).

-           Fluencyin English and working knowledge of another relevant UN language or locallanguage.

 

(In offices where the working language is not English, excellentknowledge of UN working language of duty station and working knowledge ofEnglish.)

Desirable Qualifications & Competencies

-           Knowledge and workexperience of MSRP Finance applications.

-           Good knowledge ofUN/UNHCR Financial rules and procedures.

-           Completion of UNHCRlearning programmes or specific training relevant to the functions of theposition.

-           Working knowledge ofanother relevant UN language.
