Organizational Context

The Senior Administrative Associate is responsible for assisting theconcerned manager in the implementation of general administrative and resourcemanagement tasks. S/he will work quite independently on regular assignmentswith an oversight from the supervisor, who will provide general guidance andwork plans for identifying work priorities and appropriate approaches; work iscontrolled for meeting expected results and conformity to policy andprocedures.


The incumbent directlysupervises some support staff. Contacts on administrative/budgetary relatedissues are mainly with Sections/Units/Offices within the organization both atHQ and in the Field and with local suppliers/services/partners/nationalauthorities on routine subject matters as well as on matters of importance tothe Organization.




  •       Analyses and maintains an overview of the work of theoffice to ensure that timely administrative support is provided in general andspecialized areas.  Participates in therecruitment and training of General Service staff for specialized andnon-specialized work and assigns General Service staff to meet workrequirements.  Reviews and evaluates workof subordinates directly or through lower-level supervisors;
  •       In addition to general administration responsibilities,may also supervise, directly and indirectly, activities concerned with officeand grounds maintenance, security, transport and similar services;
  •       Briefs international personnel on general administrativematters, provides advice and ensures administrative support as required;
  •       Advises and assists senior staff in the area of officemanagement.  Arranges for and/or attendsmeetings on day-to-day administrative matters, participates in discussions ofnew or revised procedures and practices, interprets and assesses the impact ofchanges and makes recommendations for follow-up action;
  •      Prepares correspondence, special reports, evaluationsand justifications as required on general administrative or specialized tasksthat may be of a confidential nature within the assigned area ofresponsibility;
  •      Performsother duties as required.






Essential Minimum Qualifications and Experience

  •      Completionof secondary education or equivalent technical or commercial school withcertificate/training in Business Administration, Finance, Office Management,Human Resources or other related field;
  •      Minimum11 years of previous job experience relevant to the function;
  •      Computerskills (MS office and People soft applications)
  •      Fluencyin English and working knowledge of another relevant UN language or locallanguage (as applicable in the duty station).
  •      In offices where the working language is notEnglish, excellent knowledge of working language of duty station and workingknowledge of English.

Desirable Qualifications & Competencies

  •      Knowledge and workingexperience of MSRP HR, Finance and EPM Budget applications.
  •      Completionof  UNHCR learning programmes or specifictraining relevant to functions of the position.
  •      Knowledge of UN/UNHCRadministrative and financial rules and procedures.
