Organizational Context

The United Nations High Commissioner for Refugees (UNHCR) office was established on December 14, 1950 by the General Assembly of the United Nations. The Agency is mandated to direct and coordinate actions to protect people in refugee status and solve refugee problems. Its main purpose is to safeguard the rights and welfare of refugees. UNHCR is almost entirely funded by voluntary contributions from governments and private donors. Private Sector Partnerships (PSP) Mexico is a priority market for PSP Americas, with the remit to increase awareness of UNHCR and raise funds from the private sector (individuals, corporates, foundations) in the country. The individual giving acquisition strategy has grown in the last years and it is expected to continue with this trend.  

UNHCR Mexico projects significant revenue growth in the next years coming from the F2F channel; currently it is the main acquisition channel. The face to face in-house program started at the end of 2018, demonstrating that it is possible to create an in-house project and expand with more quality and better ROI than agencies. The face to face in-house program is still in its early stages but it is expected to continue growing too.

One of the strategic pillars of a face to face program is to have a strong and disciplined administrative and back office area that can manage face to face requirements. In this context, PSP Mexico is looking to onboard a person with specific skills to manage and support recruitment, human resources, travels and constant training for the currently outsourced F2F in-house personnel. These will ensure to have the correct profiles within the program, the proper administration and development of the Face to Face in House team and accelerate productivity.


Direct report to the F2F Associate, to support F2F fundraising activities:  

  • Be the liaison contact between the personnel service company and UNHCR.
  • Coordinate the personnel service company in order to have all processes updated and on time. Organize F2F personnel processes and  
  • Tracking of F2F outsourced services invoices. 
  • Establish a work culture in the F2F team aimed at productivity, commitment, honesty and quality.
  • Assist to job fairs, and other events for F2F recruitment purposes when needed.  
  • Coordinate, the selection, interview and recruitment process with the personnel outsourcing service provider for the F2F field team.  
  • Organize and perform UNHCR cause related induction sessions.
  • Keep F2F team updated with pertinent administrative information. 
  • Assist with the creation and implementation of the F2F training program.
  • Assist with F2F organizational development and administrative processes.
  • Assist with the measurement, monitoring and improvement of established F2F KPIs.
  • Assist with the coordination and monitoring of F2F outsourcing and other service providers that work with UNHCR.
  • Develop commitment letters for uniforms and brand materials used by the F2F team. 
  • Perform feedback meetings with the field team when needed. 
  • Inventory control of uniforms and material.
  • Organize F2F field travels and travel allowances processes. 
  • Prepare reports, controls and analysis.
  • Attend fundraising activities, when needed.
  • Respond to F2F incidents in minimum time.
  • Contribute actively to program’s development efforts.
  • Have a strong and organized F2F back office area that can coordinate recruitment, human resources, travels and constant training for the F2F in-house team.

Essential Minimum Qualifications and Experience

a. Education

  • Completion of High School education is required
b. Experience
  • At least 4 years of human resources professional experience.
  • Proven administrative experience.
  • Knowledge of Ms Office, specifically: Word, Excel and Power Point. 
  • Demonstrated ability to take primary responsibility for projects, follow up, and complete requirements in a timely manner.
